Acting Chief Executive Officer

Hayley Thomas was appointed as the health board’s Executive Director of Planning and Performance in June 2015. Since her appointment to the Board she has provided executive leadership for a wide range of portfolios including mental health & learning disabilities, community services, primary care, capital & estates, commissioning, performance, strategy and partnerships.

She has been the health board’s interim Chief Executive since May 2023, seconded from her substantive role as Deputy Chief Executive and Executive Director of Strategy, Partnerships and Primary Care.

After graduating, Hayley started her career in the Third Sector working for MIND and a County Voluntary Council.  She has worked in the NHS since 1999 with posts in primary care, secondary care and community health development as well as working in Welsh Government to support Health Boards and Trusts across Wales to deliver better performance.

Hayley is a fluent Welsh speaker, holds a Masters in Business Administration, and is a fellow of the Chartered Management Institute.
